My daughter has asked me to make this sweater for her.  I was working the gauge piece and the stitch doesn't look like the picture.  The pattern says to sc in the back loop only.  Has anyone made this sweater and if so, what am I doing wrong?

I'm working on the same sweater and just had the same problem.

You are not at fault. You are probably doing everything right, working into the back loop only, making your gauge piece. But the problem lays in the fact that you are making your gauge row after row, turning around at the end of each row... which is not going to give you the desired effect...

I made a test piece in the round and tada! the "block" aspect of the stitch that makes the beauty of the pattern just showed up. It comes from the fact that when you work in the round (as you will be to make the body and the sleeves), you never turn your work, therefore creating a flatter surface then the small piece full of ridges that you probably have right now.

When you work the back loop in the round, there are two ways of doing it: from the inside out and from the outside in. This website explains the difference between the two.  http://www.planetjune.com/blog/amigurumi-help/fuzzy-to-brushed-crochet/
Look under #2 - Worked inside out

I hope you'll pick up this project again! It is a beautiful sweater!
