How do I crochet the gauge for dragonfly Shawl

The instructions for the gauge of the Dragonfly Shawl are:  "3 sh, 5 SMK plus 3 ch-5 sps, and 13 rows = 4" before blocking."  I don't know how to start.  Do I chain "X" number of stitches and then do the shells, etc.?  If so, what's the spacing?  Do I do them one on top the the other?  If so, how do I do that? 

 I was tempted to just start crocheting the pattern and forget about the gauge but I don't want to get to the end of the project and find the proportions are all wrong because I've used the wrong size hook.  Help, please!

I do not know where the pattern for the Dragonfly Shawl is found.

Wow!  I am impressed that you are attempting this amazingly beautiful shawl pattern!  I have crocheted for years, but never would attempt something this difficult.
