please help identify this stitch!!

Hello. I really want to know how to replicate this stitch. I believe it's crochet... what do you all think? Please someone identify it and (hopefuly) give instructions. I want to remake this bag I got at a thrift store. thank you very much for helping!

Well, 70% of me thinks that's a double crochet done in the round. The other 30% says that it looks like a half double crochet in the round. But if pressed to choose, I go with a very tight double crochet in the round. (Tight because it seems like there's very little room for the dc to stretch out, which also means that the hook should be a bit small for the yarn thickness in order to replicate.) I'd like to hear what others think.

Either way, though, both stitches are basic and I'm sure that there are tons of video tutorials on them. And for some reason the first place I thought of was Nexstitch:

The yarn isn't yarn, either. It's ribbon or tape or something which confuses the issue for me.

It looks like a half-double to me as well. And it almost looks like fabric strips rolled up, like when you make a rug.

The yarn could be a stretchy nylon knit tube so that it makes very compact stitches. I've seen this kind of yarn. I keep thinking Berroco Suede but that's not it.

Today, as I was tying the laces on my sport shoes, I realized what the yarn reminded me of - my shoelaces! That's no help at all.
