Cut-away Row

I was reading a pattern this morning and came across something I have not seen before. What is a Cut-away row? Is it a decreasing row?

OK, I had to Google. I think "cut-away" refers to the rounding of the lower fronts on a bed-jacket-like cardigan, so the cut-away rows would be that area. Yes, a decrease row if top-down. My guess, anyway.

Ohhhhhhh, ok. That makes sense now. I'm making a jacket that is rounded at the bottom opening! I was really afraid of getting to that part of the pattern without understanding what the cut away row meant. Now, I can go ahead with it. Thanks so much.
