I feel silly asking this because I should know the answer. I'm starting an afghan for my un-born niece. I'm not following a pattern (I rarely do). I'm using half doubles. Normally I use doubles. My question is do I chain 2 or chain 3 for my turning chain?

I personally chain 3 for a double or a half double - I think it doesn't curve in so much and gives you a chain 2 for the height and a chain to work your next row's stitch in - but technically they say a chain 2....
