2nd dec. Rnd: * Work 7 (8,9)sts, dec; rep from * around. Join.
Let's assume for now that you are making the smallest size of this pattern (the "8" --the 9, 10 in parentheses are for the larger sizes of the pattern).
1st dec row: work 8 stitches (single crochet or whatever the pattern called for). In the next two stitches you insert your hook, yarn over and draw up a loop like you would for your single crochet, but you leave the loop on the hook without finishing the stitch; then you yarn over and draw through all 3 loops on your hook; this is a decrease stitch. You would continue doing this for the rest of the round (work 8 and do a decrease stitch, work 8 and do a decrease stitch, etc); join.
2nd dec row: you would work 7 stitches and do a decrease stitch; repeat to the end of the round. Join.
