I am looking for a pop-over dress pattern to make for my sister, we thought we had found one on a 'free' pattern site, but it turned out to be a pattern for a vest, only 7 inches in length!! Hope someone out there can help?

On this pattern, the directions for the shoulders say to make 7", but there are further instructions for the rest of the dress following that.
At the end of instructions for Row 8 it says:
Repeat ROW 8 FOR PATTERN. Work even in pattern until piece measures desired length.
