Last Stitch of Single Crochet Row

When you get to the end of a row of single crochet row, do you crochet into the single chaining stitch from the previous row?  

I am reading conflicting advice about this.  Or does it not matter as long as you somehow keep the stitch count?

It depends on how the pattern is written. Some will say sc in first stitch (which is your turning stitch), others will say sc in next stitch.

Thank you.  I was working up a 4 x 4 SC gauge swatch.  I just was consistent and kept 20 SC across.
